In November, the Agreement between West Dala and Atyrau Oil and Gas University named after Safi Utebayev on cooperation to implement of dual training system at West Dala production facilities has begun. The President of Kazakhstan Kassym-Jomart Tokayev called the floods in Kazakhstan as a worst natural disaster in the last 80 years. At the beginning of April, a state of emergency was in effect in 10 of the 17 regions of Kazakhstan, including in the Atyrau region:
